Actual Damage = (weapon 'Penetration Power') ^ 2.1
(target 'Defense Rating') * (75)

The exponent (i.e. the ^2.1) and the mystery constant (i.e. the 75 in the divisor) were determined through empirical testing. In most cases, the result will be within 5% of the actual test values.
